New publication offers comprehensive exploration of learning mobility in U.S. higher education

Dr. Booker鈥檚 chapter, 鈥淭he Cultural Transformation: Moving From Transfer Policies to Learning Mobility Mindsets,鈥 explores how institutions can evolve beyond traditional transfer credit practices to embrace learning-mobility-receptive cultures. These cultures prioritize equitable opportunities, whole-person paradigms, and interoperable systems that recognize learning regardless of its source.

鈥淣ow, with over 43 million learners holding some college credit but no credential, higher education has a powerful opportunity to move beyond transactional transfer policies and embrace a cultural shift that recognizes learning in all its forms,鈥 said Booker. 鈥淟earning Mobility provides a forward-looking framework to center learners, remove systemic barriers, and build efficient, equitable pathways throughout higher education. By honoring the full breadth of learners鈥 experiences, we can empower progress and truly deliver on the promises and opportunities that higher education can provide.鈥

Booker鈥檚 chapter shares practical strategies for fostering a culture of credit mobility, including offering insights on institutional transformation, change management, faculty engagement, and data-driven accountability. It also emphasizes the importance of shifting from rigid student classifications to learner-centered processes that value diverse educational experiences.

Booker, who has served AACRAO through multiple leadership roles and working groups, co-directed the 2025 AACRAO Technology & Transfer Summit and joined a featured panel exploring Learning Mobility as a framework for reimagining transfer and credentialing, which focused on the role postsecondary education plays in removing barriers and creating opportunities for learners, earners, and employers.

Widely recognized as an expert in transfer credit and Credit for Prior Learning (CPL), Booker previously served as vice president of Admissions and Evaluation at 七色视频; during his tenure, his office received three Showcase in Excellence Awards from the Southwest Alliance for Excellence for processes related to admissions application, transcript, and prior learning assessment processes.

As Vice Provost for Strategy at the 七色视频, Booker oversees critical path academic initiatives to improve the student experience, such as learning platform implementations, curricular enhancements, and developing empathetic solutions to drive improved student outcomes through data. He is the recipient of the 2024 UPCEA Operational Excellence Award,2024 AACRAO Thomas A. Bilger Award, and in 2023 was part of a leadership team named winners of the Catalyst Award for Teaching & Learning. In 2020, Booker received a Hall of Fame recognition from Blackboard.
